Prism Ag prepared an Agricultural Statement for Planning using appropriate industry calculations to justify a proposed hay and fruit storage barn in the Harrogate Borough Council area, met the essential need of the applicants agricultural trade or business, and the application was submitted using the General Permitted Development Order (GPDO) 2015 (as amended), Schedule 2, Part 6, Class A – agricultural developments on units of 5ha or more. The Local Authority assessed the application, supported by comprehensive evidence and information from the Agricultural Statement for Planning and decided that No Prior Approval was required.
This success followed two previous refusals at the farm in 2017 and 2018 respectively by another agent who proposed a new small barn in the middle of an open field, with no access track (despite the farm having some 750 metres of tracks) and did not prepare any supporting information in the form of an Agricultural Statement for Planning. The lack of evidence submitted with the two previous refusals, did not show any justification for the size of the barn proposed, once the calculations had been prepared, there was clear justfication for two agricultural buildings, one for machinery and one for hay and bulk fruit storage prior to pressing.
It is often the case that not enough information has been submitted by applicants and some agents to justify a prior approval application for LPA’s to make an informed decision which often leads to refusals.
